Multisite Failover

Search Affinity ensures search heads at Site A prefer to search local indexers first, reducing cross-site bandwidth. If the local site is down, searches fail over to remote sites.

The special `site0` designation is used for components that should not be tied to any site, like the Cluster Manager or a dedicated search head.
